olympic flame

Good morning all. i have been asked about making an olympic torch and flame for the kids. The torch is quite easy and have that sorted. My question is does anyone have any ideas how to make a safe non burning olympic flame that can stay outside during the olympics. Tia

The outside bit is tricky but my first thought is a fan in a cone facing upward with red, orange and yellow strips of plastic or paper being blown up.

Do they not do artificial candles with a "flame" that is lightweight material and a light under it?
