I would say that you are both broadly right. I would add that the development of a central nervous system is essential to sentient life. But I would not dispute Trout`s overview.
So, help me out here, when do people become people?
I say it's when they can breath and basic function on their own.

When you say breath and perform basic functions do you mean independently, as in once born you class as a “person”?
Of course these happen before birth, although oxygen and food is supplied via mummy. But actions of movement, stretching, turning and rolling etc etc all happen before.
I am of the opinion of that once life is “sustainable” you are a person. This I think is generally considered at about 24 weeks (6 months) after conception as all the major organs should have developed.
FYI tho, child benefit is only paid once the baby is born and legally registered.
For Catholics, human life begins at conception when one of the man's sperm fertilizes the woman's egg. It's hard to tell when that moment happens, but I bet some residents of Georgia might think they should get payments earlier!
