We find the most cost effective is the bulk pack toilet tissue. the blighters can only pull so many individual sheets out at a time. and no expensive and troublesome branded roll dispensers.

Don't want to appear too thick, but which do you mean and what do the dispensers look like? I like the sound of them!

Not thick at all, there are so many different types of loo roll out there..

Bulk pack is idividual sheets folded into a square ish block so when one sheet is pulled the next appears.

Yes, it prevents more than a few sheets coming out together, so fairly good on that point.
Obviously if someone wants to sit there pulling sheet after sheet then there is not a lot you can do but that goes with all the other toilet paper types.
The refills are cheap as there is no tubes or plastic bits, it's just paper..
