Thanks to Ofcom, from the start of this month, no mobile phones sold in the UK are permitted to be locked. Many networks used to lock a phone to the provider, preventing you from switching providers with better deals. To get a phone unlocked was sometimes difficult and sometimes expensive depending on the network.
So, all new phones are now unlocked and you can choose which providers SIM card you want to use.

I just renewed my contract with Virgin a week or so ago and my new phone is still locked?
