I’ve used the mop inside a bin liner method successfully a few times, make sure your mouth is closed though as it sometimes squirts back…
A bucket of hot water thrown down all at once sometimes clears less serious blockages, I’ve also cleared excess toilet paper first with a litter picker into a bucket. Yes I've also found whole apples underclothes toys school books and anything else on hand that was stuff-able down the pan.

If you have a toilet with a Durgo or air admittance valve fitted it is worth checking it is not sticking as that could give the symptoms of a blocked toilet.
I had one I had to spray with silicon to stop the seal sticking after I spent an age trying to unblock the pan, I only realised what it was when I took the cap off to see if the pipe was blocked.
A black plastic dustbin bag up the arm and go down into the pan like going up a cows rear end like the vets do, and a bucket of hot water stand well back and throw the contents into the pan and run away as quick as you can before it cascades back up at you.

My go to is a big squirt of washing up liquid followed by a bucket of hot water, it breaks the loo roll down really quick.
Only ever had to rod the drains a couple of times due to fat from the kitchen mixed with glitter and paint from the classrooms

mop method works, but to keep it clean put it inside a black bag- afterwards, turn the bag inside out and dispose of- that way the mop is reusable.
Exactly this, an old plumber friend told me about this and it works every time.
I usually just use a plunger, but the other week I had a really stubborn one that I couldn't shift, so I bought one of these from Amazon, and I did it !
Btw, I use 4 face masks (still got loads of em), keeps the smell from knocking me out :)
I reckon you are looking at tracing the blockage to exterior foul wate outlets. If that does not do, it you will have to trace it back to the main chamber. In any event, you will be into a major drain road & augur job. Good luck.
I had a stubbon one last night staff mens loos which blocked the drains to the ladies too.
Plunger first then flushing as well as plunging then lost of hot water down all loos ( 4 ) then plunging again more hot water then flushing half an hour later heard it move then lots of disinfectant down and loo cleaner smells lovely now.
If all else fails then the ultimate clearance is one of the pressurised aerosol cans with a larger head on it.
Absolutely amazing pressure which forces almost any blockage straight through. You push the large soft plunger bit into the bog and then (stand clear) and push the can down. Results are amazing.
